The Harbour Dr – Crayton Road roundabout project has encountered a series of delays since its approval by the City Council in March. City Engineer Alison Bickett had originally anticipated that the construction contract would be approved by Council in June, allowing work to commence during the summer months. However, additional design modifications requested by property owners adjacent to the roundabout have stalled progress and disrupted the project timeline.
Final plans and bid documents from Johnson Engineering/Apex were expected by mid-April , but the process for contractors to respond to the Request for Proposal (RFP) typically takes about 45 days. As a result, it is highly unlikely that the contract will make it onto the Council’s June 17 agenda, which is the last meeting before a two-month summer recess. The contract is now expected to be presented to Council in mid-August.
This delay raises the question of whether construction will proceed during the fall and winter or be postponed until the off-season in 2027. According to Bickett, this is a possibility, but more details will be available once a contractor is on board.
Despite the setbacks, Bickett assured that the chosen contractor will prioritize maximizing access during construction to ensure traffic continues to move through the intersection. The 10-month timeline proposed in March includes early procurement of materials and a roughly 60-day period for final punch list items, meaning traffic disruptions will not last for the entire project duration.
Once a contractor is selected, the City will have more accurate information regarding the project’s cost and schedule.
